He also started taking leadership roles in the community.</h3><h4>Work in Education</h4>A few years after graduating at DaVinci Academy Oscar started as a substitute teacher at his alma mater while he was attending classes at Weber State University. He later was offered the position of OTech Coordinator. Working with the school administration to help increase the student graduation rate from Ogden Tech College. He increased the graduation rate for students who were graduating high school with a certificate from OTech by 500%. After a few years he was promoted to Dean of Students. In this role he was directly over development and implementation of the school's career readiness pathways. This included overseeing internship programs with students and community partners, continuing relationships and graduation rates at OTech, and supporting students in developing plans post-high school. While working in education Oscar was a member of AFT (American Federation of Teachers) and volunteered his time to help students with extra-curriculars. He served as the Student Council Advisor and is still helping coach their Varsity Soccer team. Oscar left his position at DaVinci Academy in order to focus more on his small business and start his family. He currently serves as a Board Member for DaVinci Academy.<h4>Entrepreneurial Grit</h4>Oscar was raised by a mom who was a small business owner, that independent small business mindset is what intrigued Oscar to start up his own company. In 2015 Oscar opened up Ethical Assessment Center with his family. Starting as a small family start up, EAC now employs over 20 people and provides services for people across the Western United States. For the last 10 years EAC has helped over 25,000 families who suffer with alcohol and drug addiction, mental health, and domestic violence. His family's business has been recognized by city and state leaders for leading innovations such as helping courts and state agencies navigate critical criminal justice services during a pandemic through online services, providing equitable treatment and services to the Hispanic and Latino population, and assisting in state legislation that held treatment providers accountable and addressed predatory practices within the criminal justice system.<h4>Giving Back to The Community</h4>Oscar was determined to be a part of the village that raised him. Oscar has built strong relationships and partnerships throughout the community for the underserved. Due to his work in the Hispanic and Latino community and fighting for equitable treatment Oscar was named to the Ogden City Diversity Commission under Mayor Mike Caldwell. Oscar worked closely with the late North Ogden Mayor, Brent Taylor, to form a bipartisan coalition, Weber County Forward, to help address issues facing Weber County with a bipartisan lens. Due to his work in education and the arts, Oscar was named to the Weber County RAMP Commission. Working in local politics Oscar has served in government and party roles such as serving as Senior Legislative Advisor to the late State Rep. Lou Shurtliff. Together they worked to fight for full day preschool. Oscar also served 5 years as the Vice Chairman for the Utah Democratic Party.

A product of the Ogden Community. Oscar has called Ogden home since he was a teenager. Teachers, coaches, and neighbors stepped up to help a single mother raise her two boys. Now, Oscar is raising his own family in historic East-Central Ogden. He has spent the last 10 years stepping up in different roles to support Ogden families and especially, our children.

Mariah earned her Masters Degree in Speech Language Pathology and worked with special needs children at Plain City Elementary. Mariah and Oscar got married and celebrated their wedding at Ogden's Union Station. They sold both their homes in Ogden and moved to a house in the Eccles Historic District, where they have loved bringing back the historic character and charm of their Craftsman style home. Earlier in 2025 they welcomed baby Rose, and have been obsessed ever since. Most of the time people can see Oscar taking his morning walks with Rose in the stroller.

Oscar was raised by a single mom who went back to school in her 30s and started a small business shortly after. In the 1990s she came out as gay which was big back then and was how Oscar first saw discrimination. Oscar's dad came to the United States when he was in his 20's on a student visa and received his business degree from Utah Valley State College, he later retired from being a retail manager. Oscar learned hard work and resilience from both his parents and the different paths they each took to success.<h4>A Leader In High School</h4>Oscar spent a lot of time with tutors and after-school programs in elementary school. Later in junior high and high school Oscar worked hard and took on more extra curricular activities. Oscar went to DaVinci Academy from 10th grade-12th grade. He was elected and served in Student Council, took AP classes, and volunteered at the food kitchen and Ogden Nature Center. One of the things Oscar appreciated most going to school in Ogden was the diversity that he experienced going to school and making friends. Oscar graduated top 10% in his class in 2012.

Transparency &amp; Community Engagement

We have a moral obligation to protect undocumented families by adopting strong “Safe Schools” policies that limit immigration-enforcement access, require judicial warrants, and ensure staff follow strict FERPA privacy rules. Strengthening visitor procedures, providing multilingual communication, offering “know your rights” information, and training staff to respond appropriately all help keep families safe. This matters in Ogden because many students come from immigrant households, and reducing fear and uncertainty creates a stable environment where every child can focus on learning and feel secure at school.<ul><li>Continue the District's Safe-School Resolution which includes not collecting data on immigration status of our students, requiring that any requests by federal immigration agents for access to school grounds or students are only granted by valid judicial warrant, requiring this resolution to be posted publicly and communicated to staff and families in multiple languages.</li><li>Establish a protocol: when immigration agents come to campus, staff should request valid identification, verify legal documentation, and immediately notify the district's legal office.</li><li>Provide counseling and mental health resources for students who may be experiencing anxiety or fear around immigration enforcement.</li><li>Partner with local immigrant rights organizations, legal aid clinics, and advocacy groups so families know who to turn to for help.</li><li>Establish a legal liaison role in the district whose job it is to handle and review any immigration enforcement requests, coordinate with attorneys, and guide communication with families.</li><li>Use the board's platform to push for statewide policies or legislation that further protect immigrant students and protect LGBTQ+ students.</li></ul>

Families come in all shapes and sizes. Oscar was raised in a household that didn't meet the norms of what a "typical" family looks like. Every family should feel welcomed in our schools because every family brings a value to our classrooms.

From safe routes to school - to policies limiting distractions, our goal is to ensure every student and educator feels safe each day.<ul><li>Reduce classroom distractions by implementing strict no cell phones and other electronic devices in schools policies.</li><li>Ensure that all safety and security policies are community-informed and supported by evidence.</li><li>Strengthen partnerships with local law enforcement and emergency services to conduct regular safety drills and assessments.</li><li>Work with local law enforcement to support resource officers and other safety resources.</li><li>Create a School Safety Department that will train resource officers and monitor safety threats to our schools and students.</li><li>Advocate for Ogden to include safe routes to school in all transportation planning and ensure that schools’ needs are reflected in all planning efforts.</li></ul>
